noid rebuild how often

I have nos noids. How often do you rebuild.
My car is not as fast as I think it is.

Take them apart and look to see what shape they are in. It's really hard to guess that one, just depends. If you overpressurize them that can hurt them, sometimes progressive controllers will also beat them up. I don't think there is any set # of cycles where you have to change them.

its mostly my fuel. I have a dead head and I think it creeps up to the pump psi 16. I think it is seeping.

Pop the line off and turn the pump on to see if it's leaking, it's probably not. It is normal for Dead headed regulators to creep up to pump pressure. The only way to keep them from doing that is with a bleed jet/bypass of some sort.

it's not bad every time I take it off to play with the jets the line has gas in it. I drive the car on the street so it sees a lot of off time. I don't think it is screwing anything up. I guess I am just concerned when I do use it will not open all the way

It won't take but about 5 min to pop it apart and take a look at the seal. You could leave the outlet off also while you're at it to see if it leaks any. Have you ever taken one apart? They're no big deal, you'll need a spanner wrench/nut for removing the stem, or you can double nut them and get them off.
