Rim width to Tread ratio

Regarding slick tread width to rim width ratio. I undestand it to be best to keep the tread width and rim width the same. Some of the mfgrs. show a narrower rim by as much as 2 inches. I have also heard a lower h.p. car should run a wider rim? We are limited by clearence and went to a 9" tire on an 8" rim. Had a 10" wide tire on an 8" rim. Any suggestions appreaciated. 10" tire rims were modified and center moved to allow things not to hit. Chevy 15x8 steel Rally rims.
