dent (passing) cable

I have a th350 I rebuilt and the cable is not letting me get wide open. How do I adjust it? Do I realy need it? I don't know if it works like the th400 and is used to build pressure. I have pleny of power and don't need a passing gear.
My car is not as fast as I think it is.

if you look at where the kick down cable snaps in to the bracket beside the carb base....you will see a horizontal slot to put the blade tip of a flat screw driver in. simply twist the screwdriver, and the lock assy will pop open. .....to put you in the ballpark......hold the throttle wide ope,(engine off),and while holding open.....snap the hold down lock closed. done.
