On the bottom picture, around the cutout in the quarter, you have a straight line drawn around the cutout.
You take this tool and follow that line and it puts in a step so that the panel you are putting on, sits flush to the original panel.
A lot of guys use this when they put in the stretched wheel well fiberglass panels and then they use panel bond to fix it to the panel. Then because the two panels are flush, they run some plastic over that and finish things off.

Nah that would have been easy. I had to do it the hard way. The line is the final trim for the new peace. It was trimmed to the line and butt welded. The old school way.
