Make sure you get the Comp cam street friendy lifters( they have better oiling) then most, at low RPM's you will need them or the lifters will go dry.

That gear alone change will drop you 700 RPM.
A 1 inch taller tire will drop your effective gear ratio down to 3.56, if you know what I mean.

This is what some people say, but the exit in the heads are only so big, I would say that is your choke point. I think the position of the collector and exaust pipe size and mufflers would be the issue of back pressure, not the 17/8 header.
