Most don't re-cert. You have to buy new.

how long should ngk plugs last with 200 shot with correct tune, can plugs be cleaned and reinstalled if not melted ? Depends. Use them till performance degrades and replace as needed. There are some "cheap" replacement gear out there. Make sure to get one from US or one of Comp poly gears.
they work better than the bronze. but need to be watched as well, just not as often.

When running a GMC style blower there is no need to have a damper. A drive hub, pulley and the belt will absorb most if no all the harmonic.
