At what rpm is the engine idling at out of gear and in gear? This is going to be hard to tune with power valves in it. I think the lowest rating for a pv is 2.5" of vac. Sounds Like the tight converter is lowering the idle too much when dropped in gear. Try the block offs for tuning only. When...

check for vac leaks if still that low plug both maybe adjust idle timing see where u can get it set best i always adjust mixture screws and watch vac gauge sounds like a fun challenge

i'd plug the rear pv and jet up like was said keep the frt pv 1 number smaller than vac in gear idle 4.5 vac 3.5pv that should help the drivability(sp) sounds like with a lil work should be a fun toy
