Another 9.5" converter question

Hello everyone. This is my first post, so please excuse its length. I want to give as much info as possible. I bought my current race car turn key. I know many of the car's particulars, but not all. Anyway, I feel that the car is WAY off performance wise for me and am curious how much the converter is affecting it. The car is a 69 Chevelle back-halved ladder bar car. Race weight is 2995 with me in it. Ladder bar is set in the middle of 5 holes in the front, making the bottom bar level with the ground. It has 14 X 32 stiff sidewalls on it. The motor is a 383 sbc with 12.5 to 1 compression. Cam is a Comp Cam 12-906-1. It is .630/.630 with .276 in/ .284 ex at .050 on a 107lsa. I'm not sure if it installed straight up or not. The heads are Brodix Track 1's that have been ported. Intake is a box stock Super Victor and carb is a Pro Systems 950H built for the combo. TH350 with a brake. The rear is a 5.14. Now for the converter. It is Art Carr model 19920. That is a Super HD spragless built for 1000 horsepower with a welded front cover. It is stalled to 4500, I think. I leave on the transbrake at 4400 and the car leaves wheels way up. It 60's in the low 1.4's. But, on the shift ( I shift at 7200) it falls back to 4500. I only go through the traps at around 6700 and that's with the 5.14's. It runs a high 10.70 to a low 10.80 and between 122.3 and 123 mph. The previous owner ran a 300 shot of juice on the car and shifted at over 8000! I haven't hit the bottle yet, though the system is on the car. Is the converter being too tight hurting it this much? I think that at the cars weight , it should be in the mid to low tens easy. I am expecting too much? Some have said that I have too much gear, but it won't even come throught the traps at it s shift point.

if it drops to 4500 on the shift it is WAY TOO TIGHT !!!!! you couldnt slow the car down after the shift more if you pulled the chute !

Yeah, that's pretty much what I thought. I figured the converter was slowing me down close to .3 or .4 in the quarter running n/a.
