I have a bolt together neil chance converter. I purchased this used from Lutz, He gave me some extra shims. Where do these shims go? Under the stator to make it closer to the cover? Will that lower the rpm when on the brake?

If you read it, the total thickness of all the shims in the converter need to remain the same, the adjustment for small changes in stall come from where they are installed.

I read the instruction it states to "tighten up the converter" does that mean where it will hold the engine on the brake? or less converter slip at the stripe?

the shims go on either side of the turbine. You can put up to 3 extra shims on the "high stall side" (between tubine and stator) but please remember if you add shims to one side of the turbine you must remove an equal amount of shims from the other side of the turbine,
Shims are your smallest "fine tuning" stall adjustment in the converter. (50+ rpm each shim) For larger stall changes you will change the stator.
As far as where does shimming effect stall , It effects stall everywhere. Stall and effeciency are relative NOT absolute.
EXAMPLE if you make a stall change (higher or lower) that makes the car accelerate faster it will also lock up better. Yes there are times when you can raise the stall (slippage) and lock up as good or better !
