Just installed a Wilwood front disc brake conversion kit on my '68 Camaro. Is it normal for the pads to rub the rotors slightly when new?

You should be able to spin the rotor easily by hand,if its tight you probably dont have them centered correctly.Do you have stock spindles or aftermarket?

Stock spindles. I can spin them by hand, there's a slight bit of drag while doing this.

A slight drag until the pads are worn down a bit? When I installed them I made sure they were centered exactly. After they were bled and applied they never seemed to release all the way causing the drag.

Assuming you have it all centered up properly, this might get a little better once you've used them some.

Sounds like they are fine if this is after being bled and applied.

Ok , Hi Everyone
To go a step farther in this issue. I have a bit more of same problem.
Drivers front brake is dragging too much. I can turn wheel (kinda hard) and when I let go wheel stop no matter how hard in turn it. Other side is ok. I’ve removed calip , inspected, reshimed, twice. Same problem
Corvette aluminum 4 wheel disc master cyl
Wilwood 4 piston brakes.
Can’t see residual pressure of two or 3 pounds making it different from one side to the other

Kinda sounds like something is flexing, such as the caliper bracket.
