Thats Spiro Pappis. He's a Super Street racer from way back when. Ive seen that car several time at Memphis at the old Flowmaster Street Car Finals. Use to be a FastTimes racer with Nick Sarvo (spell-check that) and Chuck Samuel. They where famous for monster bore short stroke BBC. High rpm engines on spray. I think Spiro lost his wife to cancer so he has been off the map for several years now. Damn good to see him back. Faster than ever.
